Joe has worked as a lawyer for more than 40 years at the heart of Banking and Financial Services in Ireland.
Most recently he was Chief Executive Officer of the Malta Financial Services Authority, having previously been General Counsel to the Central Bank of Ireland at a critical time between 2009 and 2015, and was involved in several key measures to restore stability to the Financial Services industry in Ireland. In addition, for several years at a time he led the Financial Services practices of two leading Irish law firms and trained with leading law firms in Dublin and Boston.
Joe is a former member of the Supervisory Board of the European System of Central Banks, responsible for supervision of credit institutions in the Euro area, and, also, a former member of the Supervisory Board of the European Banking Authority.
He is a recognised expert in advising large, medium, and small firms across the spectrum of Banking, Payment Services, Insurance, Asset Management, Investment Services, and Investment Funds. He has conducted several third-party expert reviews for systemic, medium, and small firms. In addition, he has advised many firms on Central Bank inspections and investigations and assisting with remediation measures.
He has long been known for his grasp of the detailed regulations and dealing successfully with a wide range of regulatory issues concerning SMEs.
